Abstract
Social welfare development needs to be understood as an integral part of national development. Therefore, social welfare development also makes a real contribution to achieving national development programs, namely economic growth, social stability and environmental sustainability. Economic growth can be achieved by empowering the community in the dimensions of policy formulation, which include: educational dimensions, participation dimensions, environmental dimensions, cultural dimensions and gender equality dimensions; b) Community empowerment in the physical dimension, which includes: dimensions of clothing, food, housing and basic infrastructure, and c) Community empowerment in the non-physical dimension, which includes: spiritual dimensions, self-existence, social politics, happiness and actualization. This implementation effort is based on ethics and the principle of upholding justice. Apart from that, community empowerment can also be done by developing halal tourism. Reinventing is carried out starting from structuring program design and management (especially poverty alleviation programs), human resources and budget allocation, as well as control from the center to the regions.
